Raps filed vs 11 cops for killing 2 in bogus anti-drug ops in Bulacan

THE National Bureau of Investigation yesterday filed criminal charges against a police official of San Jose Del Monte, Bulacan and 10 of his men who allegedly detained six persons before killing two of them in a bogus anti-drug operation last February.

Charged before the justice department for kidnapping/serious illegal detention and murder were Maj. Leo dela Rosa, chief of the intelligence section of the San Jose Del Monte police; SSgts. Benjie Enconado, Jayson Legaspi, Irwin Joy Yuson and Edmund Catubay Jr., Cpls. Jay Marc Leoncio, Herbert Hernandez, Raymond Bayan, Paul Malgapo, and Pats. Erwin Sabido and Rusco Madla.

Dela Rosa is also the chief of the Police Drug Enforcement unit in San Jose Del Monte.

They were also charged with violation of the Comprehensive Firearms and Ammunition Regulation Act and the Comprehensive Dangerous Drugs Act.

The cases stemmed from an NBI investigation into the death of Erwin Mergal and Jim Joshua Cordero who were illegally detained last February 13.

The NBI said the police officers were conducting a buy-bust operation at Towerville, barangay Sto. Cristo in San Jose Del Monte when the victims passed by the area aboard a motorcycle and were apprehended.

Police claimed Mergal and Cordero were killed on February 18 in another drug-related operation in barangay Gaya Gaya, San Jose Del Monte after they engaged the arresting officers in a firefight.
